I don't think it's biased against women, unless the Law is? I don't control the Law, MPs do and we can trust them to be......oh, dear maybe there is the problem?
But is it fair for women to automatically have legal rights for their children but men not? The article refers to men simply getting equal rights to the mother which sounds fair to me.
I do agree with you on this though: calling it "parental responsibility" is odd, especially as so many show no responsibility at all and use children as weapons as discussed in my Blog."

Whilst 'parental responsibility' may exist as a legal term it is effectively a nonsense in practical terms since there appears to be no way of actually using it."
